Mr. Cabaniss...you are completely wrong. You might want to speak to a constitutional lawyer about the meaning on quotes in statutes such as these. In doing so you find that they are intended to convey 'exactly' what is in the quotes. This exact syntax for this requirement was done intentionally in 1995 to act as an impediment to restricting CHL holders.

The purpose of my and other postings by ARCCA officers is to clear up confusing and sometimes wrong posts on this site...not to interject opinion, especially on legal matters.
